The theory that as the population becomes increasingly focused on the self (individualism), they will also increasingly become less interested in politics and democracy. The demands of each person will relate only to their own satisfaction, and as long as the government soothes them in these desires the greater power is available for capture by a small circle of powerful people. Thus, the tyranny will not be brutal or totalitarian, but instead soft, or soothing.
