The people within organizations have build their lives around the mission of said organization. If the goal of the organization is achieved, the organizational members are unlikely to be willing to give up their purpose, social circle, etc. Thus they simply continue to do what they always have done, despite the need and waste of resources.
Example: There are many Manchester United fan groups that were formed over the last 20 years to protest the Glazer ownership. As of 2025, they have more or less gotten what they wanted. The Glazers are still majority owners, but are no longer involved with the operations of the club and the new operators, INEOS, are by-and-large doing a good job.
Yet, the fan groups continue to organize protests against the Glazers, and now INEOS. Why?
Because that is what the organization was created to do.
